The Tide Compact

In nine days a king tide will overtop Lishi Harbor, while an old guild still uses sealed covenants to decide which district is protected first. As the temporary tidal-gate repair arbiter, you work with eight conflicted craftsmen and civic delegates to inspect the drive, allocate scarce materials, and stage a public test. Every repair preserves structural changes, promises, and mortal risk; the ending decides whether maintenance becomes a commons, privilege survives in limited form, or an irreversible sacrifice keeps the old order running.
